Preheat oven to 400°. If ground meat, brown. Preheat soup and water. Chop onion. In a 2 quart casserol dish, layer frozen peas 2 thick. Put the meat on top of that, then the cheese, then the onion. Layer the tater tots on top and pour soup over the top, covering all the tots. Bake 50 - 60 minutes or until it is brown on top.
